National Professional Qualification in Integrated Centre Leadership The National Professional Qualification in Integrated Centre Leadership (NPQICL) is the first national programme for leaders within multi-agency, early years settings.

The programme forms part of a series of initiatives developed to support recommendations in the government Green Paper Every Child Matters. There are currently more than 800 integrated children's centres around the country with government plans to expand this to 2,500 by 2008 and 3,500 by 2010. The qualification seeks to provide leaders/managers and emerging leaders/managers of integrated centres with an opportunity to create an ethos of community partnership working by co-ordinating coherent and seamless high-quality services for children and families.

Course provider: The programme is now being delivered through regional providers (see website).

Entry qualifications: It is anticipated that applicants will hold a UK honours degree (2.2 or above) or an acceptable equivalent qualification. It is also expected that applicants will be able to provide evidence of academic capability and demonstrate that they are able to manage the course demands. In particular circumstances a lower-level qualification with appropriate experience may be considered subject to the applicant being able to demonstrate 'graduateness'. Duration: One year.

Methods of study: The programme is designed to build on participants' own experiences and take account of the situations and circumstances in which they work.It is through the exploration of these experiences that learning about leadership will be achieved and participants will have the opportunity to relate theories about leadership to their own practice.

Course content: Participants have a choice of two routes through the NPQICL qualification: a study programme or research project.

On the study route there are eight strands, four in each module, including clarifying values, principles and visions; developing an effective learning environment; exploring leadership styles and approaches; making things happen; developing professional practice and leading learning; managing change, innovation and development; building community and partnership; creating the future.

Career moves: NCSL proposes that higher education institutions admit participants to a Master's programme with 33 per cent credit (60 points at M level) under their accreditation of prior learning (APL) arrangements, providing that they hold an NPQICL certificate.

CACHE offers two awards which can be taken at school by those over the age of 14. The CACHE Entry Level Certificate in Preparation for Childcare links to Basic Skills, and provides training in caring for children at home. The CACHEFoundation Award in Caring for Children involves a multiple-choice paper and placement in a setting, and is considered a Level 1 award.

Neither award is a licence to practise, but from here, candidates can move on to Level 2 qualifications.

An ethnic minority training intiative in Aberdeen enabled Nohed Bennadji to achieve an SVQ 2 in Early Years Care and Education last year. With financial help from the European Social Fund, the local council commissioned Aberdeen College to deliver the training. The Association of Quality Nurseries Scotland was involved as a partner and provided work placements in the independent sector.

Originally from Algeria, Nohed trained at Cutler Nursery just outside Aberdeen. Although fluent in Arabic and French, her confidence in English was low before she started the course. 'The value of the training was in teaching everyday English, especially the written form,' she says. 'Support on the course was perfect. I was able to place both my children at the Cutler Nursery while I did my training there. I would definitely recommend a course such as this to others like me.' Nohed's career objective is to work as a registered childminder.

Elaine Griffiths is a childminder in Carmarthen, Wales, who is currently studying for the Diploma in Home-based Childcare. This award was introduced earlier in the year by CACHE and developed in conjunction with the NCMA. It replaces the Certificate in Childminding Practice.

Elaine opted for the course because she wanted to extend herself. She says, 'I did the introduction to Childminding Practice before I registered as a childminder in 2004. There is a lot more to cover in this particular course, but it is broken down into 15-week blocks, which means that you can do a block and then move on.

'It is also quite flexible, as you can present your work in different formats - as an essay, a report or even as a video. So when showing your arts and crafts work, you can submit photographs, and if you want to show the children's activities, you can get the video camera out.'

* MODERN APPRENTICESHIPS

There are different levels of apprenticeships available but they all lead to NVQs, key skills qualifications and, in most cases, a technical certificate such as BTEC or City & Guilds. Candidates need to be resident in the UK, aged 16-24 and not taking part in full-time education.

There are two ways to apply. It can be done by approaching an employer who takes on apprentices or through the Learning & Skills Council. The LSC will link candidates to a training provider who can then try to find a match with an employer. An apprenticeship can take anything from 12 to 24 months and the amount of study time will vary depending on the course being aimed for.

* More information is available at at www.apprenticeships.org.uk.

* Higher level teaching assistant - HLTAS

School support staff make a vital contribution to pupils' learning and achievement. Under the current programme of training and assessment, staff who achieve higher level teaching assistant status will be able to offer proven skills to support teachers. The Teacher Training Agency's standards for higher level teaching assistants are linked to those for Qualified Teacher Status. These reflect the contribution HLTAs are now expected to make in teaching and learning activities - for example, contributing to the planning and preparation of lessons; monitoring pupils' participation and progress; providing feedback to teachers; and giving constructive support to pupils as they learn.

* More information about qualifications for Higher Level Teaching Assistants can be found at www.tda.gov.uk.

* Jackie McCormick is children's centre manager for West Northumberland, currently overseeing the development of four children's centres in the Tyne Valley. In 1985 she graduated from Sunderland Polytechnic with a degree in politics and sociology and since then has followed a multi-agency career path, spanning residential social work, special educational needs, domestic abuse, housing, community development and social policy. She recently completed an NVQ level 5 in building capacity in the voluntary sector.

Last year Jackie managed a mini Sure Start project which received a Partners in Excellence award. It tackled rural isolation by expanding services for children and families, providing transport links and encouraging parents to train to become childcarers themselves.

She says she is now considering taking the NPQICL: 'I think children's centres need managers with my kind of multi-agency background.'

Isabel Jones, head of the Seacroft Children's Centre in Leeds, was one of the first group of students to take part in the pilot of the National Professional Qualification in Integrated Centre Leadership (NPQICL) last year.

'Having been away from any formal study since 1979 when I qualified as an NNEB, this was a huge step for me to take,' she says. 'The course required me to reflect on 25 years of experience in childcare and how I had progressed to management. This helped me to identify all the knowledge and skills I had acquired along the way, and how this had impacted on my leadership.

'The outcomes of the course have made me a more confident leader and have provided me with a toolbox of strategies to support me in leading such a dynamic centre as Seacroft and working with other professionals.'
