The three unions involved, Unison, GMB and T&G, and local government employers have agreed to a set of ACAS proposals to recommend to their members over the next six weeks. The proposed two-year pay deal has increases ranging from 7.7 per cent to 10.9 per cent for the lowest paid.

All council workers would receive a 3 per cent increase, with a new minimum pay rate of 5 an hour backdated to 1 April 2002. This would be followed by a further 1 per cent rise from 1 October this year, plus another 1 per cent for staff on the lowest two grades.

In April 2003 council workers would receive a pay rise of 3.5 per cent and an additional 1 per cent for the lowest paid. On 1 April 2003 the lowest paid workers would receive 5.32 an hour, up from the current Pounds 4.80.
