Help at hand for devising equality policy

The guide says, 'In largely white areas children with no experience of meeting black people may be learning to be prejudiced. Similarly, children with no experience of people with disabilities may be learning false notions about them. It is vital that, wherever they live, all children learn to have a positive outlook and understanding of the reality of our diverse and inclusive society.'
