Flying Start is a 46m scheme aimed at children living in disadvantaged areas in Wales, with free part-time, high-quality childcare for two-year-olds as a centrepiece.
The funding will initially benefit children in primary school catchment areas with high numbers eligible for free school meals. It is expected to reach 16,000 children over two years, starting in April 2006.
Practitioners involved in the scheme will work from integrated children's centres or primary school sites, and 5.5m of the total 46m budget will be made available for capital investments in the centres.
Funding will also be available for more health visitors and parenting programmes.
The consultation recognises the need for a mixed economy of childcare provision. It states, 'The approach by its nature brings together education, childcare, health and social services interests, and combines the voluntary, private and statutory sectors.'
Sandra Welsby, the National Day Nurseries Association's national development manager for Wales, said, 'Private and voluntary day nurseries in Wales are well positioned to get involved in the initiative, as they have the experience, expertise and enthusiasm required.'
Flying Start builds on the Cymorth scheme for Welsh local authorities. It is also part of the childcare strategy for children and families, Childcare Is For Children, launched earlier this month with 12.5m from the Welsh Assembly government (News, 1 December).
